Curacao Online Casinos and the Law in Australia

No casino is listed for Australia. Each Curaçao casino checked was left out because its terms exclude Australia, its licence comes from another issuer or ACMA has blocked it. Online casinos, pokies included, are banned services for people in Australia, and a Curaçao licence does not change that.

The law is read from ACMA and the Interactive Gambling Act, and licence records from the Curaçao Gaming Authority's own register and certificates, with no scores. How we compare

    Money at risk

How money is exposed at an unlicensed site

Money paid to an illegal site is unlikely to come back.

ACMA lists the complaints it has received about illegal operators.

    • Some let a customer deposit and then block access to winnings.
    • Some close or move their services and the money disappears.
    • Others keep withdrawing funds from a bank account after the customer has stopped using them.

ACMA's summary is that a person is unlikely to see the money again in those situations.

Where money cannot be recovered from an overseas site, ACMA names three options: independent legal advice, a complaint to the Australian Competition and Consumer Commission, or contact with the relevant licensing authority.

Payment tools do not change that position. Each one does a specific job, and none of them says whether a site is lawful or will pay out.

    Payment route

    PayID
What it does. Links a mobile number, email address or ABN to a bank account and shows the name tied to it before a payment is sent.
What it leaves open. PayID's own page says a request to transfer funds to a PayID on an illegal gambling site is almost certainly a scam, and that a person caught that way should contact their financial institution.
    Neosurf voucher
What it does. Keeps a card number off the website, since the voucher PIN is entered instead.
What it leaves open. It protects the card, not the balance held at the site.
    Cryptocurrency or a foreign currency
What it does. Holds the balance outside Australian dollars.
What it leaves open. The balance moves with the exchange rate between a deposit and a withdrawal, so the amount that comes back can differ from the amount that went in even when no bet is placed.

A bonus at a site outside Australian law also carries wagering requirements set in its own terms, and enforcing any remedy against an overseas operator from Australia may be difficult.

Identity checks are the ordinary companion of a withdrawal. The Curaçao Gaming Authority has supervised money-laundering rules for the whole gaming industry on and from Curaçao since February 2019. A licensed operator asking for proof of identity before paying out is meeting duties of that kind, and which documents it asks for sits in its own terms.

    The law

What Australian law says about these casinos

Online casinos are banned services for people in Australia.

    Banned services

Online casino services, pokies included, may not be offered to people in Australia under the Interactive Gambling Act, and ACMA lists online casinos among the banned services. Banned services must not be advertised in Australia either.

    Licensed wagering

Licensed online wagering exists under state and territory licences, which is a separate matter from casino games, and ACMA's page on the Interactive Gambling Act sets out both.

The Act's offence is written about the provider: a person commits it by intentionally providing a prohibited interactive gambling service that has an Australian-customer link, and a service has that link when any of its customers are physically present in Australia. The test is where the customers are, so a licence issued somewhere else does not enter into it.

For the provider, ACMA lists the possible responses as a formal notice, an infringement notice, an enforceable undertaking, a remedial direction, a referral to police or the Director of Public Prosecutions, and a report to Australia's border protection agency about the directors of offending companies, who may then be placed on the Movement Alert List, which can disrupt travel to Australia. With the penalty unit in force from 1 July 2026, civil penalties can reach A$2,730,000 per day for an individual and A$13,650,000 per day for a corporation.

ACMA notes that some illegal online services look as if they are legal in Australia and some even target Australian players, and that a person might be able to open them. It also says that services banned in Australia do not give the customer protection of a licensed one, and that Australian regulators cannot help if a provider withholds winnings. Parliament passed a reform bill on 19 August 2026, and ACMA says most of its measures start on 1 January 2027. ACMA publishes outcomes of its investigations year by year, along with quarterly reports of gambling complaints and investigations. The betting side of the same law has its own page, Curacao betting sites and the law in Australia, and the method page explains how each licence record is read.

The Australian register of licensed interactive gambling providers is the other half of the picture. It lists a trading name, the licence holder, the website address and the licensing authority, which is a state or territory body such as Liquor & Gaming NSW or the Northern Territory Racing and Wagering Commission. The register covers wagering providers, so a casino site does not appear on it.

    Blocking

How ACMA blocks illegal gambling sites

A block can stop logins, and blocked sites are listed publicly.

    1. Block request

ACMA can ask internet providers to block access to a website. The power comes from the Telecommunications Act, and ACMA says it uses it where serious criminal or civil offences are involved.

    2. Grounds

The grounds it lists include providing prohibited services such as online casinos and online slot machines to customers in Australia, and publishing advertisements for prohibited or unlicensed services.

    3. Public list

ACMA publishes an alphabetical list of the blocked sites, and a person who thinks a site was blocked wrongly can complain through an online form, anonymously if they wish.

Advertising is a second front. ACMA warned two former AFL players turned online influencers in October 2026 for promoting an illegal online gambling service, which shows that the rule on advertising reaches people who are not operators.

    The licence

    What a Curacao licence is

A Curaçao licence shows Curaçao's recognition, not permission under Australian law.

The Curaçao Gaming Authority (CGA) is the regulator for the island's online gaming industry.

It was mandated by the Minister of Finance in March 2020 to carry out the licensing and supervision of the sector, and since 24 December 2024, under the National Ordinance on Games of Chance (the LOK), it has been an independent administrative authority responsible for licensing, supervision and enforcement. Its sanctions range from instructions and fines to temporary or permanent revocation of a licence. A phased reform of the regime began in November 2023.

    The question it answers

For a reader in Australia the licence answers one question, whether Curaçao's regulator recognises the operator.

    What it leaves out

It does not answer whether an Australian may use the service, and a Curaçao licence neither meets the Act's requirement for a state or territory licence nor makes a banned online casino lawful.

    Register entry

What a CGA register entry shows

One row per licence, with a status that can change over time.

The CGA publishes an online gaming licence registry with one row per licence: the licence number, the licensee, whether the company is B2C or B2B, the company registration number, the issue and expiry dates and a status. Licence numbers appear in more than one format, so two numbers that look different can both be real.

The CGA warns that its overviews do not guarantee current validity, because status can change over time.

    One row per licence

    Enforcement register
A separate enforcement register records actions that affect a licence's status, such as revocation, suspension or a licence not extended, and the CGA says it may not always be fully accurate or up to date.
    Seal and certificate
A casino's seal should link to a certificate that states which company operates which domain, under which licence number, with what status.
    Older seals
Some older seals still point to the previous certificate host, which redirects to the current one.

    Register check

From a casino's website to its licence record

Company, licence number, status and website address must all agree.

Four matches make a licence claim hold: the company named in the casino's terms, the licence number, the status and the website address the record covers. The register summary below shows how many licences sit in each status, and the licence check page searches the register by name or number.

    New licences

New Curacao casinos and recent licences

A new casino and a newly issued licence are different facts.

The register's issue date shows when a licence was granted, and only a casino's own announcement dates its launch.

Nothing on this page ranks casinos, and with no casino listed for Australia there is no "best" to name.

Find a Curaçao licence record in three steps

    1. The licence seal or number sits in the site's footer.
    2. The seal opens a certificate; the number or company finds the entry in the Curaçao register.
    3. Company, licence number and status have to match the site; only the certificate lists the domains it covers.

    Left out

Brands left out of this site

Each name that is left out appears with its reason.

Websites that appear for Curaçao casino searches are left out where their own terms exclude Australia, where they carry a licence from a different issuer, or where ACMA has blocked them.

    BetStop

    What BetStop covers

BetStop reaches Australian-licensed wagering only, not a Curaçao casino.

BetStop, the national self-exclusion register, lets a person exclude themselves from all Australian-licensed online and phone wagering services in a single step. Once registered, those providers cannot let the person place a bet, open a new betting account or send marketing messages. A Curaçao casino sits outside that group, so BetStop does not reach it.

    Enforcement
ACMA enforces the register against the licensed providers it covers. In October 2026 a licensed wagering provider paid a $19,800 penalty for providing wagering services to a person who had registered with BetStop.
    What you need
Registering needs a mobile number, an email address and an Australian driver's licence, passport or Medicare card, and up to five people can be nominated as supporters.
    Help line
BetStop's own help line for registering is 1800 238 786.
    Age
The online form says a person must be at least 16 to register, and that is a registration age, not a gambling age.
    Identity data
BetStop uses identity details to verify the person and does not pass the identity-document details to wagering providers.

Offshore, the CGA's responsible gaming policy requires a licensed operator to run its own self-exclusion programme, with periods from one year and options of three, five and ten years and lifetime, applying across all of that operator's domains. The operator keeps each self-excluded player's record for at least seven years after that exclusion ends, the process must be completable fully online and a request must take effect immediately. That is a licence condition and not proof that a given site complies.

    Complaints

When something goes wrong with a casino

First the casino, then its dispute route, then the CGA.

The order of complaint matters, because each step builds the record for the next.

    1. The casino's own complaints process

Support chat and email come first, and a written reply is worth having.

    2. The dispute route named in the terms

The CGA's Player Complaints Policy requires operators to offer an independent alternative dispute resolution service, free to the player, with the details written into their terms.

    3. The CGA itself

The Authority does not decide individual complaints, cannot mediate and cannot order compensation, but it takes reports of a possible breach at complaints@cga.cw and does not disclose what it does with them. The CGA has announced a web form for such reports.

For money stuck with an overseas site, ACMA lists three options: advice from an independent lawyer, a complaint to the Australian Competition and Consumer Commission, or contact with the relevant licensing authority. A report about a site that appears to offer prohibited gambling goes to ACMA's complaint form, and a name is optional. Screenshots of the balance and the terms, the date of any bonus acceptance and every transaction ID make a complaint much easier to follow.

    In brief

    Questions

Short answers on the law, blocking, BetStop, licences and PayID.

Are Curaçao casinos legal in Australia?

ACMA lists online casinos among the services the Interactive Gambling Act bans for people in Australia, and the offence is aimed at the provider. A Curaçao licence is permission from Curaçao's regulator and does not change that. This page goes no further than those sources and is not personal advice.

Why do some Curaçao casino sites stop loading?

ACMA asks internet providers to block sites that offer prohibited services to people in Australia. A blocked site can also mean a player cannot log in to an existing account. A site that still loads has not been approved by anyone in Australia.

    Does BetStop cover Curaçao casinos?

No. BetStop excludes a person from online and phone wagering providers licensed in Australia. A casino outside that group has its own self-exclusion option, which the CGA's responsible gaming policy requires licensed operators to offer for periods from one year up to life.

Can a Curaçao licence be checked?

Yes. The CGA publishes a register and a certificate page for each licensed domain. The company, the licence number, the status and the covered website address should all match. The CGA warns that its overviews do not guarantee current validity.

What does PayID say about illegal gambling sites?

PayID's own page says a request to transfer funds to a PayID on an illegal gambling site is almost certainly a scam, and that a person who thinks they have been caught should contact their financial institution.
