Curacao Betting Sites and the Law in Australia
No Curaçao bookmaker is listed for Australia. Online sports betting needs a state or territory licence, and online in-play betting is banned outside narrow phone and in-venue exceptions, so a Curaçao licence is a different thing from an Australian one.

The law
What Australian law says about betting with these bookmakers
A Curaçao licence is not the licence Australian law requires.
Licence needed
Taking online bets on racing and on sport other than in-play requires a licence from a state or territory.
Banned
Online in-play sports betting is banned for people in Australia, and so are betting services that hold no Australian licence. Banned services must not be advertised in Australia either.
The test in the Act is where the customers are: a service has an Australian-customer link when any of its customers are physically present in Australia.
The telephone-betting exception needs the bet to be placed by spoken call, with an equivalent call allowed for a customer whose disability makes speaking impracticable, and ACMA's investigations found that bets built through a website or app did not qualify. Bets placed in person at a licensed venue, including through approved equipment there, are a separate case.
The rules for casino games differ, and they have their own page, Curacao online casinos and the law in Australia. The method page sets out how this site reads a licence record, and ACMA's Interactive Gambling Act page covers the 2026 reform, most of which starts on 1 January 2027.
For a provider that breaks these rules, ACMA lists a formal notice, an infringement notice, an enforceable undertaking, a remedial direction, a referral to police or the Director of Public Prosecutions, and a report to Australia's border protection agency about the directors of offending companies.
With the penalty unit in force from 1 July 2026, civil penalties can reach A$2,730,000 per day for an individual and A$13,650,000 per day for a corporation.

How to read ACMA's register of licensed providers
Licensed bookmakers are on the register; unlisted services lack a licence's protection.
ACMA publishes a register of licensed providers, showing the trading name, the licence holder, the website address and the licensing authority.
Reading an entry
- Licensing authority
- The licensing authorities are state and territory bodies, for example Liquor & Gaming NSW and the Northern Territory Racing and Wagering Commission.
- To operate
- ACMA's guidance is that an online wagering service must be on the register to operate in Australia.
- Outside the register
- ACMA says that services outside the register do not give the protection of a licensed one.
- Telephone only
- The register also marks which operators are telephone only, and some entries show no current website.
- Complaints
- A complaint to ACMA is possible when a provider is not on the register, or when a licensed provider is offering credit or in-play betting.
The credit rule is on ACMA's online gambling page: from 11 June 2024 a credit card or digital currency cannot be used to place bets.
BetStop, the national self-exclusion register, covers online and phone wagering providers licensed in Australia, and a Curaçao bookmaker sits outside it. ACMA enforces BetStop against the licensed providers: in October 2026 one of them paid a $19,800 penalty for providing wagering services to a person who had registered.
Blocking
How ACMA blocks betting sites
A block can shut an account holder out of an existing account.
Request to providers
ACMA can ask internet providers to block a website.
Grounds named
It names betting services without a valid Australian licence among the grounds, alongside in-play online betting and advertising for unlicensed services.
Published list
ACMA publishes an alphabetical list of blocked sites.
Existing accounts
For an account holder, a blocked site can mean the customer cannot log in to an existing account.
Odds
How decimal, fractional and American odds read
The same price looks different in each format.
Decimal
Decimal odds show the total return per dollar staked, stake included.
Fractional
Fractional odds show the profit against the stake.
American
American odds show how much must be staked to win 100 when the number is negative, or how much is won on a 100 stake when it is positive.
Hong Kong
Hong Kong odds are decimal odds minus one.
Worked odds
Odds formats worked through
Prices convert between formats, and implied probabilities expose the margin.
Decimal 3.20 equals fractional 11/5, which is decimal minus one written as a fraction, and American +220, the profit on a stake of 100. Decimal 1.25 equals fractional 1/4 and American -400, because 400 must be staked to win 100. Decimal 2.00 is even money, fractional 1/1 and American +100.
The implied probability is one divided by the decimal price. A price of 3.20 implies 31.25%, since 1 / 3.20 = 0.3125. A bookmaker's margin appears when the implied probabilities across all outcomes of an event add up to more than 100%. The excess is the margin, and the lower it is, the less the price costs a bettor over time.
Worked example
Say a tennis match is priced at 1.75 on one player and 2.15 on the other. The method is to take one divided by each price. 1 / 1.75 = 57.14% and 1 / 2.15 = 46.51%, so the two outcomes add up to 103.65%. The extra 3.65% is the bookmaker's margin on that market.
Now a stake of A$40 at 3.20. The total return is 40 x 3.20 = A$128, of which A$40 is the stake coming back and A$88 is profit. The same bet is 11/5 in fractional odds (A$40 x 11/5 = A$88 profit) and +220 in American odds (A$40 x 220 / 100 = A$88 profit).
The figures are round and invented for the example, so they say nothing about any real bookmaker's prices.
Cash-out
Cash-out, and how a quote is priced
A quote can come in below fair value, or disappear mid-event.
Cash-out lets a bettor close a bet early.
Full cash-out
A full cash-out settles the whole bet at a price the bookmaker quotes.
Partial cash-out
A partial one pays out on part of the stake while the remainder stays live.
The offer can disappear while an event is running, and a bookmaker is under no obligation to quote one at all.
A cash-out quote follows the current odds and the bookmaker's own pricing, so it can come in below what the bet would be worth at fair odds. The example below assumes fair, margin-free odds to show the arithmetic.
Worked example
Say a player stakes A$80 at 2.50 on a team to win. The potential return is A$200. Midway through the match the team's winning price shortens to 1.80. If 1.80 is taken as a fair price with no margin in it, the bet is worth the original return divided by the new price: A$200 / 1.80 = A$111.11. A bookmaker might quote A$102, which is A$9.11 below that assumed value.
None of these numbers comes from a real bookmaker's cash-out.
Payout caps
Payout caps and what they do to accumulators
At large stakes, the cap matters more than the odds.
A payout cap is a fixed limit on what a bookmaker will pay on a single bet, or sometimes across a day, whatever the odds say. It affects accumulators the most, since their combined price grows quickly with each leg. The terms decide whether the cap counts winnings only or the total payout including the stake, and the two give different results.
Worked example
This is a hypothetical illustration of how a cap clause works, not any bookmaker's rule. Say the terms cap a single bet at A$5,000. A player stakes A$20 on a four-leg accumulator where each leg is priced at 4.00. The combined price is 4.00 x 4.00 x 4.00 x 4.00 = 256.00, so the uncapped return is A$20 x 256 = A$5,120, made up of the A$20 stake and A$5,100 of winnings.
If the cap applies to winnings, the winnings are cut from A$5,100 to A$5,000 and the stake comes back on top, so the player receives A$5,000 + A$20 = A$5,020. That is A$100 less than the uncapped return.
If the cap applies to the total payout, the player receives A$5,000. That is A$120 less than the uncapped return.
Payments
Payments and identity checks as risk information
PayID and vouchers say nothing about whether a bookmaker is lawful.
Risk information
- PayID
- PayID ties a bank account to a mobile number, email address or ABN, and shows the account-holder's name before a payment is sent.
- Illegal-site requests
- PayID's own page says that a request to transfer funds to a PayID on an illegal gambling site is almost certainly a scam.
- Neosurf voucher
- A voucher such as Neosurf pays money in without a card number being typed into the site.
- What neither shows
- Neither of those says anything about whether a bookmaker is lawful or how it pays out.
Betting accounts also face identity checks, usually before the first withdrawal. The Curaçao Gaming Authority has supervised anti-money-laundering rules across the whole gaming industry since February 2019, and a bookmaker's request for identity documents is part of meeting them. Which documents are asked for, and how fast they are reviewed, is in the bookmaker's own terms.
The licence
The licence behind a bookmaker
Licence records speak to standing in Curaçao and nothing beyond it.
A Curaçao Gaming Authority record shows which company operates a website under Curaçao's own law, with which licence number and what status.
The authority was mandated in March 2020 to license and supervise online gaming, and since 24 December 2024, under the National Ordinance on Games of Chance (the LOK), it has been the independent administrative authority responsible for licensing, supervision and enforcement.
A record is evidence about the bookmaker's standing in Curaçao and nothing else.
The casino page of this site walks through the full chain from website to register, and the licence check does the same for any domain.

Disputes
When a bet is disputed
A written message comes first; the CGA awards no compensation.
Disputes can concern settlement, voided bets, payout caps, withdrawals and account restrictions: a bet graded differently than expected, a void that was not anticipated, or a cap applied after a win.
The bookmaker
The opening move is a written message to the bookmaker that quotes the rule it relied on. The bet slip, the market name, the time, screenshots of the odds and the version of the rules in force are the records that make a dispute easy to follow.
The independent route
When the reply leaves it unsettled, the terms should name an independent route to try next. A policy the CGA issued in June 2025 obliges operators to provide independent dispute resolution at no cost to the player, with the process described in their terms.
The CGA
The Authority itself leaves individual disputes alone and awards no compensation. A suspected breach by an operator can be reported to complaints@cga.cw.
For money held by an overseas site, ACMA names three options: an independent lawyer, the Australian Competition and Consumer Commission, or the relevant licensing authority.
In brief
Questions
Six quick answers, from licensing and BetStop to in-play and odds.
Are Curaçao bookmakers allowed to take bets from Australia?
ACMA names sports betting services without an Australian licence among the services banned for people in Australia. The licence comes from Curaçao's regulator, so it is not an Australian one.
How is an Australian-licensed bookmaker identified?
ACMA's register of licensed interactive gambling providers lists the trading name, licence holder, website address and licensing authority. The name and address on the register should match the site in the browser.
Does BetStop cover offshore sportsbooks?
No. BetStop covers online and phone wagering providers licensed in Australia. A bookmaker outside that group offers its own self-exclusion, which the CGA's responsible gaming policy requires licensed operators to provide.
Is in-play betting allowed through an app?
Not remotely. ACMA lists online in-play sports betting among the services banned for people in Australia. The exceptions are narrow: a bet placed by spoken phone call (or an equivalent call where a disability makes speaking impracticable), or one completed in person at a licensed venue, where ACMA found an app-assisted service using approved in-venue equipment compliant.
What can be done when an offshore bookmaker will not pay?
The route runs from the bookmaker's complaints team to the independent service its terms describe. For money held overseas, ACMA lists an independent lawyer, the ACCC and the relevant licensing authority.
How are decimal odds turned into a probability?
Divide one by the decimal price. A price of 3.20 implies 31.25%. When the implied probabilities of every outcome add up to more than 100%, the excess is the bookmaker's margin.
Help
Help with betting problems in Australia
A budget set before the event starts holds up best.
Betting can feel like skill even when the outcome is chance, and the stake that was planned is often not the stake that gets placed after a loss. A fixed budget, set before the event starts, holds up better than a figure chosen halfway through the event.
Someone worried about their betting can ring Gambling Help Online on 1800 858 858 at any hour, or use its online chat, and the service is free and anonymous. A self-exclusion at a Curaçao bookmaker is arranged with the bookmaker, because BetStop's register reaches only the Australian-licensed ones.
